The Bureau of Land Management (BLM) has statutory and regulatory obligations to identify, verify, and remediate abandoned, idled, or orphaned wells on or near federal lands—obligations reinforced under 43 CFR 3160 regulations and IM 2021-039 (inactive, but relevant). The suspected wells may have been drilled over a century ago.
