Identity Management System Solution

The Kentucky Community and Technical College System (KCTCS) is soliciting proposals under RFP-0355 for a comprehensive Identity Management System Solution. The objective is to implement a secure system featuring API-based integration for custom workflows, role-based and attribute-based access control, and delegated administration. The solution must support access request processing, workflow orchestration, and access certification, while maintaining the ability to securely ingest log data from SIEM platforms, specifically Elastic SIEM in AWS. The project requires a phased implementation plan, administrator and IT staff training, and ongoing maintenance. The resulting contract is anticipated to have an initial term of five years starting in September 2026, with the possibility of one-year renewals based on performance. Proposals are due by September 4, 2026, and will be evaluated using a scoring method based on technical criteria including overview and experience, the proposed solution, implementation planning, and staffing. Financial submissions must be provided via a specific cost worksheet covering annual license fees and one-time implementation costs. Awardees must comply with WCAG 2.1 Level AA accessibility standards and adhere to strict data protection requirements, including FERPA compliance and Kentucky House Bill 5 for breach notifications. A Data Sharing Agreement will be negotiated with the successful offeror to ensure the secure handling of confidential and personally identifiable information.
