The Flood Risk Notification (FRN) Program is designed to enhance public safety by communicating flood risk to the public that are living behind state-federal levees in the Central Valley. The FRN program is a mandated program, section 9121 of the California Water Code (CWC), and must meet all requirements of the CWC. The FRN program supports proactive flood preparedness by delivering clear notifications, educational resources, and situational awareness to residents, local agencies, and stakeholders at the beginning of each water year. The program utilizes publicly available data from each county municipality to retrieve owner parcel data to hae the most current and up to date information to send the notices to. The program typically sends over 300,000 notices each year. Contractor agrees to provide to Department of Water Resources (DWR) data processing, printing, and mailing services as described in the Scope of Work.
