AI Contract Overview

This contract solicits bids for caretaker maintenance and oversight services for Platform Holly, located in the Santa Barbara Channel off the coast of Santa Barbara County, California. Originally installed in 1965 and used for oil and gas production until 2015, the platform has been under state control since 2017 following the Refugio Oil spill. The State Lands Commission (CSLC) has undertaken a comprehensive decommissioning process, including plugging and abandonment of the platform's wells and removal of oil production equipment. Currently, ExxonMobil is performing hardening work to isolate the platform from shore-based utilities, eliminate spill risks, and install solar power and security systems, with completion expected by Fall 2024. Following the hardening phase, the contract requires ongoing caretaker services to conduct routine site visits and remote monitoring to prevent trespassing and ensure the continued operation of navigation safety equipment. The purpose of these services is to maintain the platform in a safe and secure state during the interim period before planned full decommissioning after 2025. Official solicitation documents are available through CaleProcure, with bids due by February 11, 2026. The State Lands Commission serves as the contracting agency, with primary contact listed as Dev Shrestha.
