Contractors must meet stringent insurance requirements including general liability, automobile liability with $1 million limits and A+ rated insurers, and workers’ compensation per North Carolina law, all secured before commencing services on September 1, 2026. Compliance with federal regulations is mandatory where applicable, including Davis-Bacon, Copeland Anti-Kickback, Equal Employment Opportunity (41 C.F.R.
