Indefinite Delivery/Indefinite Quantity (IDIQ) Custodial, Pest Control, and Grounds Maintenance Service Contract at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan

Navfacsyscom Far East is issuing a pre-solicitation notice for a single-award, performance-based Indefinite Delivery/Indefinite Quantity (IDIQ) service contract to support U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. The scope of work includes recurring and non-recurring facilities support services, specifically custodial work, pest control, and grounds maintenance and landscaping. The final solicitation and Performance Work Statement are expected to be released around mid-July 2026. This is an unrestricted full and open competition. To be eligible for award, offerors must maintain active registration in the System for Award Management (SAM) from the time of submission through final payment. Because the contract is performed entirely in Japan, contractors must be authorized to conduct business in Japan and comply with all local laws and labor standards. Additionally, the government will not grant United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA), though certain employees may be certified as Members of the Civilian Component under Article I(b). Strict cybersecurity requirements are in place, including the necessity of a CMMC Level 1 Self-Assessment prior to award. Offerors must also have a current NIST SP 800-171 DoD Assessment, not more than three years old, with summary level scores posted in the Supplier Performance Risk System (SPRS). Compliance with DFARS 252.204-7012, 252.204-7019, 252.204-7021, and 252.204-7025 is required.
