Industry Day: Food Service, Senate Office Buildings (SOB) Q&A

The Architect of the Capitol is preparing to solicit food service operations for the Senate Office Buildings in Washington, D.C., encompassing a wide range of services including fine dining, executive dining, cafeterias, cafes, catering, coffee shops, convenience stores, and vending. The procurement will be divided into three separate solicitations and contracts. Grouping 1 covers the Russell Food Service Outlet under a commission plus incentive fee model. Grouping 2 includes the Senate Carryout, Senate Dining Room, The Refectory, Dirksen Café, Dirksen Coffee Shop, catering, and vending under a commission plus management fee model. Grouping 3 covers Inside Scoop, the Dirksen Ground Level, and the Hart Coffee Cart under a commission plus incentive fee model. Financial structures vary by group, with Groupings 1 and 3 utilizing a shared risk model where the government reimburses losses up to break-even and collects a percentage of gross receipts thereafter. Grouping 2 involves a fixed management fee paid to the contractor and commissions paid to the government from profitable units. The formal Request for Proposals is expected in the early second quarter of fiscal year 2026, with awards anticipated in summer 2027 and performance beginning in December 2027. A 90-day transition overlap will be provided. The contractor will also be responsible for managing all oil disposal. Primary coordination is handled by Contracting Officer Moyah Wilson.
