Industry Day: Host Nation Payroll & Timekeeping Software Services (May 21, 2026)

The U.S. Navy’s Naval Supply Systems Command Fleet Logistics Center Sigonella, Naples Detachment is preparing to solicit services for a Host Nation Payroll and Timekeeping Software System to support U.S. Navy employees across Italy, Bahrain, Romania, Saudi Arabia, Greece, and Spain. The requirement centers on a secure, cloud-based Software-as-a-Service platform hosted in a dedicated environment with 24/7 availability and 99.9% uptime, designed to automate timekeeping, payroll processing, tax calculations, and end-of-employment payments in full compliance with local labor laws in each country. The system must integrate with Navy ONENET and support CAC or Alternate Token authentication, provide an employee self-service portal accessible via web and mobile platforms, and deliver comprehensive audit trails, automated reporting, and continuous compliance updates as host nation regulations evolve. All software must be fully customizable to accommodate future expansion to other DoD installations, and the contractor must ensure complete data portability, including source code, database files, and historical records, to be transferred to the government upon contract termination. Contract performance is centered at CNREURAFCENT in Capodichino, Naples, Italy, where the government will administer system access, customization, and compliance oversight. Security is a primary focus, requiring the contractor to maintain ISO/IEC 27001 certification and achieve FedRAMP+ authorization. A suite of cyber artifacts—including the System Security Plan, Security Assessment Report, Plan of Actions and Milestones, and Continuous Monitoring Reports—must be uploaded to the Department of Defense’s eMASS system. The contractor must provide 24-hour technical support, restore system operations within 48 hours of a disaster, and immediately report any Personally Identifiable Information breaches. No physical packaging or shipping requirements apply, as deliverables are entirely digital. Although the full solicitation value, evaluation factors, and contract type remain unreleased, the industry day scheduled for 21 May 2026 via Microsoft Teams is a pre-solicitation engagement to allow industry feedback on the draft Performance Work Statement and is not a commitment to award or obligation to fund.
