The contract pertains to the design and construction of 24 Patrol Service Craft, designated YP(R), intended to support the training of Midshipmen at the United States Naval Academy. The initial procurement will cover 4 vessels with options for an additional 20, and the total estimated contract value is approximately $130 million. The vessels will feature a new design similar to the current YP craft but will emphasize habitability, training facilities, integrated bridge systems, propulsion configuration, and compliance with ABS Rules, as well as international, federal, and local regulations. Each craft will have a steel hull not exceeding 110 feet in length, support a crew including three officers and 30 midshipmen, and meet speed and operational requirements including a cruising speed of 12 knots and full operation in Sea State 3 conditions. Industry participation is being solicited through an Industry Day event held at the Naval Station Annapolis on September 25, 2003. Interested parties must submit company personnel data by September 22, 2003, for security clearance and access to the secured base. The event includes briefings on the YP(R) mission, training, infrastructure, draft specifications, and a live demonstration. Practical details outline controlled access to the base, parking, shuttle service, and specific point of contact information for coordination. The projected timeline includes a tentative RFP release in the first quarter of 2004 and contract award by mid-2004. This effort represents a strategic recapitalization of patrol craft to enhance training capabilities at the Naval Academy with updated technology and stringent design standards.
