The Defense Threat Reduction Agency (DTRA) intends to negotiate a sole source contract with Northrop Grumman Systems Corporation. This is a follow-on contract for training services to familiarize DTRA personnel with the operation of the Integrated Data Annotation, Recording, and Mapping System (IDARMS) through classroom and hands-on instruction. The IDARMS is an operator-driven, computer-assisted sensor suite used in international observation flights by United States Government to comply with the Treaty on Open Skies. This effort requires the contractor to have requisite knowledge, experience, and expertise with the use of the IDARMS system during Open Skies missions and the Treaty requirements and restrictions, as applicable to imagery and data collection, in order to conduct in-depth training on the aforementioned system. In addition, a replica of the aircraft work station is required to provide simulation of actual IDARMS operations for the execution of practical exercises during the course. The period of performance contemplated for this effort is a one year base period with four (4) one-year options. This requirement will result in Firm Fixed-Price contract. The North American Industry Classification System (NAICS) Code for this requirement is 611420. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Ms. Amy Kerster, Contract Specialist. Response to this notice must be received by close of business, July 5, 2012. Responses must include your business name, point of contact, address, and telephone number with area code. Telephonic inquiries will not be accepted. Requests may be emailed to amy.kerster@dtra.mil.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
