DLA Distribution in Cherry Point, NC requires ongoing Information Technology support services encompassing hardware, software, and telecommunications for a wide range of IT equipment including network services, PCs, printers, Teklogix Radio Frequency devices, Smart Carts, and LAN/WAN infrastructure. The current contract with NES Associates LLC, which covers analysis, implementation, installation, evaluation, documentation, integration, and end-user support, is set to expire on June 19, 2014. To maintain uninterrupted service while re-competing these requirements under a new solicitation expected to conclude by September 1, 2014, the DLA Distribution Contracting Office at New Cumberland, PA plans to award a four-month sole source extension to NES Associates LLC. This decision aligns with FAR guidelines to avoid redundant costs and operational disruptions, as NES Associates has demonstrated satisfactory performance and possesses in-depth knowledge of the existing IT environment. The temporary sole source award is justified to prevent degradation of IT support services that could occur if awarded to a different contractor during this interim period. NES Associates’ familiarity and experience with DLA Distribution’s infrastructure make them the most logical, efficient, and cost-effective choice for continued support until the new contract is awarded. The re-solicitation process is anticipated to take six to nine months, and awarding a new contract for this short duration would not be practical. Rafael E. Dixon, the Contract Specialist, is the point of contact for this action, available via email for any inquiries.

DLA Distribution located in Cherry Point, NC require Information Technology (IT) Support Services for hardware, software, and telecommunications to support all IT equipment, to include network services, Personal Computers (PCs), printers, portable computers, Teklogix Radio Frequency (RF) equipment, Smart Carts, LAN/WAN hardware/software and other miscellaneous IT equipment. This support requires the performance of services to analyze, implement, install, evaluate, document, integrate and provide support to the end-users and LAN. Contract SP3300-12-F-0034 is currently in place with NES Associates LLC for the above required services. The contract period of performance ends 19 June 2014. DLA Distribution located at New Cumberland, PA is currently in the process of re-competing the services under solicitation number SP3300-13-R-0013 and anticipates an award date by 1 September 2014. DLA Distribution Contracting Office located at New Cumberland, PA intends to award on a sole source basis to NES Associates LLC for a period of four (4) months. In accordance with FAR 13.106-1 (b), if another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to resolicit this requirement is between six (6) and nine (9) months. The short term award will provide uninterrupted service. NES is currently providing the service in a satisfactory manner, and has the experienced resources in place to perform the tasks required. NES's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the four (4) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient, or cost effective for the Government. The point of contact for this action is Contract Specialist Rafael E. Dixon who may be reached via email at contact@example.gov.
