The Defense Logistics Agency (DLA) Distribution in New Cumberland, PA is seeking to continue Information Technology support services currently provided by Leader Communications, Inc. (LCI) under Purchase Order SP3300-14-M-0350, which expires on May 31, 2014. These services include support for hardware, software, and telecommunications equipment such as network infrastructure, PCs, printers, portable devices, and specialized RF equipment. DLA is in the process of recompeting the requirement under Solicitation SP3300-14-R-0010, with an anticipated award date also on May 30, 2014. To prevent any lapse in service, the agency plans to issue a sole source, one-month contract extension to LCI, citing the potential high costs and inefficiencies that would result from awarding the short interim period to a new contractor. LCI is currently providing satisfactory IT support and has personnel who possess an in-depth understanding of DLA Distribution’s IT infrastructure, making them uniquely positioned to maintain seamless functionality during this transition. The decision for a sole source award aligns with FAR regulations to avoid duplication of costs and service disruption, especially since the recompete process for the longer-term contract is expected to span six to nine months. The one-month extension ensures uninterrupted, cost-effective IT support, leveraging LCI’s established experience and resources to sustain critical IT operations at DLA Distribution.

DLA Information Operations New Cumberland, PA located at Oklahoma City, OK requires Information Technology (IT) Support Services for hardware, software, and telecommunications to support all IT equipment, to include network services, Personal Computers (PCs), printers, portable computers, Teklogix Radio Frequency (RF) equipment, Smart Carts, LAN/WAN hardware/software and other miscellaneous IT equipment. This support requires the performance of services to analyze, implement, install, evaluate, document, integrate and provide support to the end-users and LAN. Purchase Order # SP3300-14-M-0350 is currently in place with Leader Communications, Inc. (LCI) for the above services. The contract period of performance ends 31 May 2014. DLA Distribution located in New Cumberland, PA is currently in the process of re-competing the services under Solicitation# SP3300-14-R-0010 and anticipates an award date of 30 May 2014. DLA Distribution Contracting Office located at New Cumberland, PA intends to make an award on a sole source basis to LCI for a period of one (1) month in order to ensure no break in services is incurred. In accordance with FAR 13.106-1 (b), if another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to re-solicit this requirement is between six (6) and nine (9) months. The short-term award will provide uninterrupted service. LCI is currently providing the service in a satisfactory manner and has experienced resources in place to perform the tasks required. LCI's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the one (1) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient or cost effective for the Government.
