The National Institute of Health, Clinical Center intends to award a sole source contract to PROAIM AMERICAS, LLC for the purchase of an ERBE electrosurgical system, bypassing full and open competition under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, as this specific device is deemed essential and uniquely suited to meet the clinical requirements of the Department of Perioperative Medicine. The system utilizes argon plasma coagulation technology to enable precise tissue cutting, coagulation, and ablation during gastroenterology surgeries, offering a non-contact method that minimizes tissue damage and reduces the risk of perforation, with no other available system providing the same performance characteristics required for these specialized procedures. This notice is not a request for proposals but rather a formal announcement allowing other potentially responsible sources to submit capability statements indicating if they can meet the exact specifications, with submissions due by 12:00 PM Eastern Standard Time on June 12, 2026, to valerie.gregorio@nih.gov and must reference the solicitation number NOI-CC-OLAO-26-006072. All responses received by the deadline will be reviewed by the government, which retains full discretion to determine whether the requirement remains uncompetitive. The procurement falls under NAICS code 334510 for medical equipment manufacturing, with the place of performance located in Bethesda, Maryland, and the acquisition is managed under the Department of Health and Human Services.
