The National Institutes of Health Clinical Center intends to enter into negotiations with Proaim Americas, LLC on a sole source basis for the purchase of an ERBE electrosurgical system. This system, which employs high frequency electrical current for cutting, coagulating, and ablating tissue with precision, will be used by the Department of Perioperative Medicine specifically for gastroenterology surgeries. Its argon plasma coagulation feature offers a non-contact method to control bleeding and destroy superficial tissue while minimizing risks such as perforation. This notice is a formal announcement of intent to negotiate without a full and open competition, authorized under statutory authority 41 U.S.C. 253(c)(1) and FAR 6.302-1, citing the uniqueness of the source that can satisfy the agency’s requirements. Although this is not a solicitation for proposals, capable vendors may submit capability statements by June 12, 2026, for consideration. The Government will assess all responses and retains full discretion to decide whether to proceed with competition based on these submissions. The acquisition is classified under NAICS code 334510 and will take place in Bethesda, Maryland.
