AI Contract Overview
The National Institutes of Health intends to award a firm-fixed-price contract to 10X Genomics, Inc. for the acquisition of proprietary reagents and consumables essential for research on Systemic Autoimmune Rheumatic Diseases, using a sole-source procurement under FAR 6.302-1 due to the exclusive compatibility of the required products with the 10X Genomics Chromium platform. This procurement, identified by solicitation number NOI-CC-OLAO-26-006103, is justified solely on the grounds that no other supplier can provide the necessary reagents without compromising experimental continuity, data reproducibility, and technical integrity of ongoing NIH-funded studies. The total estimated contract value is $42,808, encompassing five specific items including Chromium Single Cell 5' Kits, BCR/TCR Amplification Kits, and Next GEM Chips, with shipping and handling included. Although the acquisition is not a request for proposal, responsible sources are invited to submit capability statements via email to valerie.gregorio@nih.gov by 12:00 PM Eastern Standard Time on June 2, 2026, to demonstrate their ability to meet the technical requirements; however, the government retains full discretion to proceed without competition regardless of responses received. The contract performance location is the NIH Clinical Center in Bethesda, Maryland, with delivery expected to that site. No formal contract clauses, inspection or acceptance criteria, packaging specifications, or evaluation factors were included in the documentation, consistent with the simplified acquisition procedures under FAR 13.106-1. The purchasing office, under the Department of Health and Human Services, has identified the product codes and unit pricing for each line item, with no option periods or quantity flexibility anticipated. The vendor’s Unique Entity ID is D1NLDEZ14TV5, and no socioeconomic set-aside applies. The Contracting Officer is Malinda Dehner, with the provided email serving as the point of contact for response submissions and information. The acquisition falls below the threshold requiring public notice under FAR 5.202, and no alternative vendors have been identified as technically capable of fulfilling the requirement, reinforcing the validity of the sole-source determination. Shipment terms, including FOB details, are not specified, and the supplier is expected to meet the technical specifications without substitution.
