THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO), issues this Request for Information on behalf of the DHS Science and Technology Directorate. (See Attachment.) 


This Request for Information is issued solely for information and market research planning purposes. This Request for Information shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and the Government may or may not issue a formal solicitation as a result of responses received to this Request for Information.


The Government will not pay for any response or demonstration expenses. All costs incurred responding to this Request for Information will be solely at the interested party’s expense. Failure to respond to this Request for Information will not preclude participation in any future solicitation. Any information received may be used by the Government for planning purposes and may become part of Government market research documentation.


Interested parties are responsible for adequately marking proprietary or sensitive information. The Government’s explicit intent, in this Request for Information, is to avoid receipt of proprietary data, trade secrets, business-sensitive information, or information considered confidential under 18 U.S.C. §1905 unless appropriately marked.


No decision has yet been made regarding the small business strategy for any potential future acquisition activity. All businesses, including small, medium, and large businesses, academic institutions, federally funded research and development centers (FFRDCs), national laboratories, nontraditional technology developers, and other organizations are encouraged to respond.


The information provided in this Request for Information is subject to change and is not binding on the Government.


ADDITIONAL INFORMATION:


All information received will be treated as market research information and may be used in Department of Homeland Security Science and Technology Directorate program documentation, strategic planning, technology assessments, operational experimentation planning, architecture development, requirements analysis, and future acquisition planning activities.


Proprietary information submitted as part of responses should be clearly marked and identified as PROPRIETARY.


The Government reserves the right to hold one-on-one meetings, technical exchanges, demonstrations, or follow-up discussions as part of its market research activities.
