--Intent to Sole Source

The United States Fish and Wildlife Service intend to issue a sole source Vornado/Charles E. Smith. Vornado/Charles E. Smith provides security services. In July 2014 the U.S. Fish & Wildlife Service will be relocating its Headquarters office to the Baileys Crossroads neighborhood of Falls Church, VA. The new building, Skyline Seven, is currently undergoing full interior renovation and installation of an entire new suite of furniture, appliances, and IT/audiovisual equipment. Because employees have not yet taken occupancy of the space, sufficient security services in the building are not yet in place, leaving a large volume of valuable federal property unguarded and vulnerable to theft. As such, there is an urgent need for 24/7 security guard services through July 28, 2014, the first day of employee occupancy and the latest anticipated date for restricted key card access to be fully operational. Vornado / Charles E. Smith (Vornado) is the owner and operator of Skyline Seven and its surrounding Skyline campus. Understanding the urgency of this requirement and with verbal authorization from government personnel, Vornado has been providing 24/7 security services in good faith through its security contractor, Securitas, since 7:00AM on June 2, 2014. The United States Fish and Wildlife intends to purchase the services from Vornado/Charles E. Smith in pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical for the following reason: (1) the security is critical and urgent. Having multiple security companies in Skyline Seven would add risks (shared information, data, etc) and delays to the move. The Government intends to acquire a commercial item/service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 3, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
