AI Contract Overview
The Treasury Common Services Center, acting on behalf of the Office of Financial Research and the Financial Stability Oversight Council, intends to award a sole source contract to Trepp LLC for the continued provision of the Trepp Insights Database, a proprietary platform essential to monitoring the commercial mortgage-backed securities market. Trepp LLC is the exclusive provider of this service due to its ownership of patented hardware, software, and algorithms that underpin the dataset, which is recognized as the industry standard for CMBS trading and analysis. The platform delivers real-time data, bond-level cash flow modeling, credit analytics, portfolio scenario testing, and comprehensive dashboard tools for commercial and multifamily real estate assets, supporting the agencies’ statutory mandate under the Dodd-Frank Act to assess the stability of the U.S. financial system. No other vendor offers comparable functionality or access to the same depth and quality of data, eliminating the possibility of competition. The contract will have a twelve-month base period with four optional one-year extensions, potentially spanning five years, and its total value will exceed the simplified acquisition threshold. Responses must be submitted electronically by July 1, 2026, to purchasing@fiscal.treasury.gov, and must include the company’s name, location, UEI number, business size classification, a detailed description of the offered product, its availability through government contracts or open market, and a capabilities statement not exceeding five pages. Only Microsoft Office non-macro documents or PDFs are accepted; executable, compressed, and media file types are explicitly prohibited. Failure to receive any response demonstrating equivalent capability will result in the award being made solely to Trepp LLC without further competition.
