The U.S. Army Corps of Engineers, Rock Island District, intends to award a sole source, firm fixed price purchase order to RACOM Corporation for radio system upgrades at Saylorville Lake. Under NAICS code 517919, the project requires upgrading all current P25/700-800 MHz base, mobile, and portable radios to be PHASE II compliant. These enhancements include the implementation of encryption, over the air rekeying, and upgraded feature strings to ensure seamless communication between Corps of Engineers staff and various local emergency and conservation agencies, including the Polk County Sheriff's Department and multiple city police and EMS departments. The period of performance for this requirement is scheduled from September 1, 2020, through November 30, 2020. While the government intends to proceed with RACOM Corporation based on the simplified acquisition threshold and limited source availability, SAM registered businesses were given the opportunity to submit capability statements to demonstrate their ability to meet the requirements. The procurement is designated as a total small business set-aside.
