The Bureau of Indian Affairs, acting for the Bureau of Indian Education, plans to award a sole source, firm-fixed price contract to Converge One for migrating the existing Microsoft Exchange 2010 email system used by Haskell Indian Nations University students to the Office 365 platform. This project involves migrating more than 1600 mailboxes and group boxes, upgrading the server to the 2016 system where Office 365 will be hosted, and providing the necessary Microsoft licenses and keys to the university’s IT staff. The urgency of the contract is underscored by a critical September 5th deadline, after which the current Exchange 2010 server may be shut down by DHS, disrupting email communication essential for university operations and student-instructor interaction, especially amid the ongoing COVID-19 pandemic. The contract has an anticipated total value of $34,130 and is scheduled to begin in August 2020 with a completion date of September 11, 2021. This procurement falls under NAICS code 517919 and will not be competitively solicited, with no technical questions entertained during the process. However, firms opposing sole source justification may submit capability statements and pricing by a stated deadline. The contract is managed through the Indian Education Acquisition Office of the Department of the Interior, located in Albuquerque, NM, with Janice Begay serving as the point of contact.
