The new system must provide a web-based interface that enables end users across all eleven divisions—including Behavioral Health, Public Health, Emergency Medical Services, and San Mateo Medical Center—to access and manage integrated health data channels. The contractor is required to migrate existing integration workflows to the new platform and ensure full operational continuity post-deployment. Performance is expected within California, specifically at the County’s office in Redwood City, and must comply with all applicable federal, state, and local regulations, including HIPAA Privacy and Security Rules, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and San Mateo County Ordinance Chapter 4.107 regarding food service ware. The contractor must function as a Business Associate under HIPAA, implementing robust administrative, physical, and technical safeguards for Protected Health Information, reporting breaches promptly, ensuring subcontractor compliance, and returning or destroying all PHI upon contract termination. The contract requires the contractor to submit full compliance documentation through attached exhibits, including HIPAA Business Associate Requirements, Section 504 Certification, and Intellectual Property terms, all of which are integral to award consideration. The contractor must certify it employs 15 or more individuals and cannot have had a discrimination finding within the prior 365 days without submitting a written explanation; ongoing reporting of discrimination complaints is mandatory. Insurance certificates, workers’ compensation coverage, and adherence to local living wage and jury service ordinances are also required. No contract value, payment terms, or performance period is specified in the solicitation, and no evaluation factors, source selection criteria, or detailed invoicing procedures are provided. The proposal must be organized into defined exhibits and submitted via email, fax, or mail using contact information for Thomas Collins and Natalie Del Sarto, though all contractual dates, payment amounts, and specific deliverables remain as placeholders to be finalized post-award. The agreement is governed by California law, with no designated venue or dispute resolution process outlined, and no federal contracting identifiers such as UEI, CAGE, or SAM.gov registration are required.

Intent to Sole Source - Subscription Service for Kpler, INC.The U.S. Department of the Treasury intends to award a sole source firm-fixed-price contract to KPLER Inc. for a subscription to its commercial-off-the-shelf research database, which provides critical data and analytics to the Office of Terrorism and Financial Intelligence. The service includes comprehensive access to marine traffic data from one of the world’s largest AIS vessel tracking networks, covering over 400,000 vessels daily across 6,200 terrestrial and satellite receivers, along with detailed vessel attributes such as ownership, financial interests, and technical management. Additionally, the subscription grants full access to Kpler Terminal, enabling real-time monitoring of global flows for over 40 commodities including crude oil, LNG, and Dry Bulk, with integrated Risk & Compliance features to detect sanctioned cargo, ship-to-ship transfers, and spoofing. Enhanced modules for crude oil supply and demand analysis and global refinery operations further support the Treasury’s mission to track and analyze illicit financial activity tied to energy markets. The agency has determined KPLER Inc. is the exclusive source due to its proprietary and patented hardware, software, and algorithmic technologies that cannot be replicated by other vendors. The contract is structured with a 12-month base period and four optional renewal periods, extending the potential performance timeframe from September 1, 2026, through August 31, 2031. This notice is not a solicitation but serves as an opportunity for other responsible sources to demonstrate their ability to meet the same requirements without duplication of cost or unacceptable delays. Interested parties must submit a capability statement by 2:00 PM EDT on July 27, 2026, including company details, UEI, point of contact information, experience with government or commercial valuation services, geographic presence, contract history, and any applicable strategic contracts such as GSA schedules. Responses will be evaluated solely to determine whether competition is warranted; failure to receive affirmative submissions will result in the award proceeding directly to KPLER Inc. All submissions must be sent electronically to the designated Contracting Officer, and no reimbursement will be provided for preparation costs.
