Interpretation and Translation Services and Solutions

Contract R260501 is a national cooperative agreement established by the Region 4 Education Service Center in Texas and OMNIA Partners to provide comprehensive interpretation and translation services and related solutions. Effective July 1, 2026, the contract was awarded to Acolad Inc. and other selected vendors following a competitive RFP process. The initial term is for three years, running through June 30, 2029, with the option for two additional one-year renewals not to exceed June 30, 2031. This agreement is designed for use by a wide range of public agencies, including state and local governmental entities, non-profit organizations, and public or private educational institutions. The estimated annual dollar volume for the master agreement is approximately 40 million dollars. The scope of work requires high-quality written translations that maintain the spirit and style of the original text while being tailored to the target audience's reading level and cultural nuances. Deliverables include standard turnarounds of five to seven business days for documents of 20 pages or fewer, extended timelines for larger documents, and expedited one-day services upon request. Acolad Inc. maintains several ISO certifications, including ISO 9001, 17100, and 27001, to ensure quality and security. Pricing is managed through a unit-based workload model via an Omnia Rate Card. The contract includes strict compliance requirements for federal funds, such as adherence to the Davis-Bacon Act and 2 CFR Part 200, as well as mandates for EEO and Historically Underutilized Business (HUB) compliance.
