InvestMilton Five-Year Economic Strategy

The Town of Milton is soliciting consulting services under RFP 26-560 to develop a comprehensive, evidence-based InvestMilton Five-Year Economic Strategy for 2027-2031. The primary objective of this strategy is to enhance the town's economic competitiveness, municipal fiscal sustainability, quality of place, and long-term prosperity through a diversified employment base. The scope of work is divided into three primary deliverables: a current state assessment of the local economy, a prosperity and competitiveness benchmark against comparator municipalities, and the creation of a future economic vision and identity extending toward 2051. All final materials must be professionally designed, presentation-ready, and compliant with the Accessibility for Ontarians with Disabilities Act. Proposals must be submitted electronically via the designated bidding system by November 9, 2026. Award selection is based on the highest ranked proponent providing the greatest overall benefit, utilizing a weighted scoring system that evaluates project methods and deliverables (30%), proposal costs (30%), project scheduling (10%), understanding of the project (20%), and firm experience and structure (10%). The Town may interview the top three ranked proponents who achieve a minimum score of 70%. Successful vendors must provide proof of insurance and a valid Workplace Safety and Insurance Board Clearance Certificate. Payment is preferably handled via Visa at the time of receipt, with an alternative option for Net 30 days via EFT.
