Rhino Foods is soliciting proposals for on-site English as a Second Language (ESL) instruction to support its multilingual manufacturing workforce in Burlington, Vermont. The primary objective is to enhance workplace communication regarding safety, food safety, product quality, and Standard Operating Procedure (SOP) comprehension. The scope of work includes beginner and advanced beginner instruction, integration into new hire onboarding sessions, and a specialized Work-Ready Lab focused on reading chemical labels and SOPs. A critical requirement is the ability to provide consistent instructional coverage during the 8:30–10:30 p.m. window, specifically targeting 2nd and 3rd shift employees, which necessitates a robust continuity plan to prevent service interruptions due to instructor absences. Bidders must propose two to three tiered service and pricing packages, detailing costs per session or term and per learner, including breakdowns for instruction, travel, and materials. Evaluation of proposals will be weighted heavily on alignment with learner needs (30%), staffing reliability and evening coverage plans (20%), cost-effectiveness (15%), assessment rigor (15%), relevant experience (10%), mentor-support readiness (10%), and instructor qualifications. Required performance standards include the use of CEFR- or CASAS-aligned assessments, regular updates to Rhino’s Excel-based attendance and progress logs, and the delivery of midterm and end-of-term reports.
