The Department of War is inviting industry and academic partners to join its newly formed Drone Other Transaction Authority (OTA) Consortium, established under 10 U.S.C. § 4022 to expedite the prototyping and deployment of advanced drone technologies. This Consortium offers a streamlined acquisition process to bridge the gap between the Government and commercial technology sectors, managed by a Government Steering Committee. It enables rapid solicitation, evaluation, and awarding of prototype and production projects focused on specific Areas of Interest and Statements of Need, thereby bypassing traditional acquisition delays to quickly deliver innovative warfighter solutions. The Consortium does not cover advisory or assistance services. Participants gain direct access to exclusive Requests for Whitepapers and Requests for Solutions through a simplified three-phase evaluation process involving solution briefs, live demonstrations, and full proposals. Submitted solutions not immediately awarded may remain in a "Solution Basket" for up to three years for potential future funding opportunities. The Consortium fosters targeted competition to encourage Non-Traditional Defense Contractors and small businesses alongside open competition. Eligibility requires vendors to maintain active SAM.gov registration, a UEI number, and Wide Area Work Flow invoicing capabilities, while complying with arms export controls, ITAR, EAR, and NIST standards for protecting controlled unclassified information. Prospects must submit a formal application and signed vendor agreement for approval. Interested parties should review the detailed Consortium Agreement and submit their applications to the designated contacts to begin participation. The program is based in Redstone Arsenal, Alabama, with responses accepted until May 28, 2031.

INVITATION TO PARTICIPATE IN THE DEPARTMENT OF WAR DRONE OTA CONSORTIUM

The Department of War (DoW) invites industry and academic partners to apply for participation in the newly established DoW Drone Other Transaction Authority (OTA) Consortium. Executed under the statutory authority of 10 U.S.C. § 4022, this Consortium serves as a streamlined acquisition channel designed to accelerate the rapid prototyping and subsequent fielding of innovative drone systems and warfighter solutions.

Purpose and Scope

The DoW Drone OTA Consortium bridges the critical gap between the Government and the commercial technology sector. Governed by a Government Steering Committee (GSC), the Consortium facilitates the rapid solicitation, evaluation, and award of Prototype and Production OTAs addressing specific Areas of Interest (AOIs) and Statements of Need (SONs).

This agile framework enables the DoW and authorized partner agencies to bypass traditional, lengthy acquisition cycles, ensuring that cutting-edge drone technologies reach the warfighter at the speed of relevance. (Note: This Consortium will not be utilized for the acquisition of advisory and assistance services).

Why Join the Consortium?

Participation offers approved vendors a highly competitive, alternative pathway to collaborate directly with the DoW, U.S. Federal Agencies, U.S. Government Agencies and Foreign Partner Nations.

Consortium Advantage & Operational Benefit

Streamlined Solicitations ➔ Direct access to exclusive, problem-focused Requests for Whitepapers (RWPs) and Request for Solutions (RFSs).

Phased Evaluations ➔ Lowered administrative burden via a simplified three-phase process: 1) Solution Brief ➔ 2) Live Pitch/Demo ➔ 3) Full Proposal.

The "Solution Basket" ➔ Viable submissions not selected for immediate award are retained in an electronic basket for up to three (3) years, allowing the Government to initiate rapid awards if funding and requirements align.

Targeted Competition ➔ Structured competition pools designed to maximize opportunities for Non-Traditional Defense Contractors (NDCs) and Small Businesses, alongside unrestricted full & open competition.

Eligibility and Compliance

The DoW highly encourages participation from both traditional defense contractors and Non-Traditional Defense Contractors (NDCs). To be eligible for an award under this framework, prospective vendors must meet mandatory baseline requirements.

Requirement Category & Compliance Details

System Registration ➔ Vendors must maintain an active SAM.gov registration, a Unique Entity Identification (UEI) number, and be registered in Wide Area Work Flow (WAWF) for invoicing.

Security & Export Control ➔ Strict adherence to the Arms Export Control Act, International Traffic in Arms Regulations  (ITAR), and Export Administration Regulation (EAR) is mandatory. Vendors must properly protect Controlled Unclassified Information (CUI) in accordance with NIST SP 800-171.

Consortium Application ➔ Prospective vendors must submit a formal Vendor Application and a signed Consortium    Vendor Agreement (CVA) via the Government portal for GSC approval.

Next Steps

For full details on governance, and the operational procedures of the Consortium, please review the attached Department of War Drone OTA Consortium Agreement. Modernization and Sustainment of the T-7 Family of SystemsThe U.S. Air Force is conducting market research through a Sources Sought Notice to identify qualified contractors capable of supporting the modernization and sustainment of the T-7 Family of Systems (FoS), which includes the T-7 Air Vehicle, Ground Based Training System (GBTS), Maintenance Training System (MTS), and associated components. This effort aims to address potential updates and ongoing sustainment activities beginning around Fiscal Year 2029, supporting the transition from the legacy T-38C trainer to the new T-7 platform. The initiative involves a range of technical tasks such as planning, development, testing, production, installation, integration, and sustainment of current and upgraded T-7 capabilities, including advanced safety features like Terrain and Air Collision Avoidance, Barrier Capability evaluation, selectable G-limiters for pilot training, enhanced Pilot Vehicle Interface improvements, and upgraded embedded GPS/INS navigation systems. Sustainment responsibilities extend to depot maintenance, product support, software and technical order maintenance, configuration and data management, supply chain oversight, and fleet management, requiring expertise across a broad spectrum of engineering and management disciplines. The Air Force is seeking responses from companies with demonstrated experience in aircraft sustainment and modernization, strong technical and program management capabilities, and the ability to perform all aspects of sustainment engineering, including software and hardware support, integration with original equipment manufacturers (OEMs), and complex supply chain management. Respondents should detail their qualifications for the modernization tasks and sustainment roles, including relevant facilities, teaming arrangements, and their business size classifications. Submission is not a request for proposal but will inform acquisition strategies, potentially impacting whether the award will be full and open or set aside for small businesses. Responses are due by July 16, 2026.
