The Navy's Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and affiliated partners, is conducting a rolling admission process to award additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts under the SeaPort Enhanced (Seaport e) Multiple Award Contracts. This initiative aims to expand contract coverage geographically, include the Office of Naval Research as an authorized ordering office, and allow current prime contractors to compete in new zones. The contracts cover a broad range of services, including maintenance, repair, engineering, IT, quality control, and professional support, among others, classified under various Federal Supply Codes (FSC) and featuring a strong emphasis on performance-based task orders. The awards will be made competitively on a best-value basis with fixed price and cost-plus task order types, but no time-and-materials orders are allowed. A key objective is to foster small business participation, with set-aside goals for small, HUBZone, Women-Owned, Service Disabled Veteran-Owned, and 8(a) businesses, which will compete within their respective subcategories. Contracts awarded under this rolling admission process will adhere to the existing Seaport e contract terms, including geographic zones for principal place of performance, subcontracting goals, limitations on fees and pass-through costs, and no oral proposals or negotiated discussions, as awards are expected to be made based on initial offers. Interested firms should monitor the Seaport website for solicitation releases and amendments, with a draft solicitation scheduled for late November 2006 and final awards targeted for April 2007. The process supports a diverse range of contract actions and promotes increased competition and inclusion of small and disadvantaged businesses to meet Navy requirements across multiple disciplines and geographic areas.
