AI Contract Overview
The Western Area Power Administration’s Headquarters Electric Power Training Center intends to award a sole-source, firm-fixed-price contract to Denver Electric Motor for the comprehensive evaluation, disassembly, testing, overhaul, and laser alignment of three identical Miniature Power System Motor-Generator Sets, model H143950000, rated at 7.5 HP and 1800 RPM. The scope of work includes specialized tasks such as armature commutator turn/undercutting, replacement of commutator brushes and bearings, steam cleaning and baking of stators, armatures, and rotors, followed by post-installation vibration analysis. This noncompetitive acquisition is justified due to Denver Electric Motor’s unique and documented expertise with WAPA’s specific training equipment, as market research confirmed no other capable source can provide a reliable firm-fixed-price estimate for the full range of required technical services. All responses must be submitted electronically through FEDCONNECT, and no submissions via email or other means will be accepted or reviewed. While this notice is not a solicitation for competitive bids, responsible sources may still submit capability statements or proposals by the deadline of July 31, 2026, to Amber Myers at AMyers@wapa.gov for consideration; however, the government retains full discretion to proceed without competition based on these inputs. The contract is authorized under FAR Part 12, with NAICS code 811310, and the point of contact for inquiries is Amber Myers, Contracting Specialist, reachable by phone at 970-725-2854. The place of performance and detailed location information remain unspecified, but all work is tied to WAPA’s training center operations in Lakewood, Colorado.

Full Description
**All responses must be through FEDCONNECT and that any responses sent by other means (e.g., email or verbally) will not be reviewed.**
The service requirement is for the evaluation, disassembly, testing, overhaul, and laser alignment of three (3) identical Miniature Power System (MPS) Motor-Generator (MG) Sets manufactured by Kato Engineering (Model H143950000, 7.5 HP, 1800 RPM). Specifically, the work includes turn/undercut of armature commutators, commutator brush replacement, bearing replacement, steam cleaning/baking of stators, armatures, rotors, and post-installation vibration analysis.
Reason for Noncompetitive Acquisition:
Denver Electric Motor is uniquely qualified to perform this work due to their specialized familiarity with WAPA EPTC’s specific MPS and MG Set applications. Market research was conducted, and the only other willing source was unable to provide a firm-fixed-price estimate for all necessary services, leaving WAPA vulnerable to cost fluctuations. Denver Electric Motor is the only known responsible source capable of performing the highly technical maintenance, testing, and laser alignment of these precise training units under a reliable firm-fixed-price structure.
Important Notice to Industry:
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a quotation, bid, or proposal, as appropriate, which shall be considered by the agency. Capability statements or quotes must be submitted electronically to the Contract Specialist at AMyers@wapa.gov no later than 10 days from the publication date of this notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
