AI Contract Overview
The U.S. Army Corps of Engineers, Portland District, intends to award a sole-source contract to Triad Machinery, Inc. for the replacement of four OEM hydraulic cylinders on a Link-Belt RTC8065 Telescopic Boom Swing Cab Crane located at Terminal 2 in Portland, Oregon. This non-competitive action is justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1(b) due to the existence of only one responsible source capable of performing the specialized work. The crane is mission-critical for supporting the dredge vessels Yaquina and Essayons, and its current outrigger hydraulic cylinders are leaking, posing serious safety and operational risks to high-value equipment and personnel. The contractor must supply and install brand-new OEM parts authorized by Link-Belt, remove all old components, bleed and refill the hydraulic system with approved fluid, and properly dispose of waste materials in full compliance with federal, state, and local environmental regulations. All work must strictly follow OEM specifications and include travel, removal of interferences, and reinstallation of associated parts. No solicitation will be publicly posted, with the NAICS code 811310 applying and a size standard of $12.5 million. The contract opportunity, numbered W9127N26QA132, was posted on July 22, 2026, with responses due by August 6, 2026, and the primary point of contact is Julia Carlton, with Ian Lutjens as the secondary point of contact.
