The Department of Commerce’s National Institute of Standards and Technology (NIST) issued a notice of intent to negotiate a sole-source contract with National Steel Erectors Corporation to perform specialized services involving the replacement of guy wire insulators on eight existing 400-foot tall guyed towers, as well as to properly tension and straighten these towers. This contract is justified under authority that permits sole-source procurement because National Steel Erectors Corporation is identified as the only responsible source capable of meeting the agency’s highly specific needs. The procurement is set aside exclusively for small businesses, emphasizing opportunities for qualified small business enterprises. Although this notice is not a solicitation for competitive proposals, interested parties with the capability and experience working on towers of equal or greater height and similar scope may submit written responses demonstrating their qualifications and bona fide capability to fulfill the requirement. These responses will be considered by the government before finalizing negotiations, but the contract will ultimately be negotiated solely with the designated firm. The procurement falls under NAICS code 238120 and is managed by Contract Specialist Albert J Petto Jr. at NIST in Gaithersburg, Maryland.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
