AI Contract Overview

The US Geological Survey (USGS) intends to award a sole-source contract to Microcom Design, Inc. for one Base Year plus four Option Years of maintenance services for the Emergency Data Distribution Network (EDDN). This maintenance encompasses telephone and email support, repair or replacement of failed equipment, and service trips when local technical personnel cannot perform repairs. The EDDN is critical for delivering real-time data to the USGS Water Science Centers, supporting missions to protect life and property across the Western Hemisphere. Given the specialized nature of the equipment—receivers and demodulators designed and built exclusively by Microcom—and the proprietary operational knowledge held only by this company, the USGS has determined Microcom to be the sole source capable of providing this service. Market research confirmed that while other companies like Sutron Corporation and Signal Engineering manufacture receiver systems, their designs and software differ significantly from Microcom's custom-built EDDN equipment, and they lack the system-specific expertise required for effective maintenance. Vendors interested in submitting competing offers were invited to contact the USGS Contract Specialist by a specified deadline, but the agency’s justification for other than full and open competition emphasizes Microcom’s unique qualifications and indispensable role in sustaining a 24/7 operational system. This sole-source action is based on the need to maintain continuous, reliable data acquisition critical to the USGS mission.

Full Description

The US Geological Survey (USGS) has a requirement to contract with Microcom Design, Inc. to provide one Base Year and four Option Years of maintenance to the Emergency Data Distribution Network (EDDN). Maintenance will include telephone and email support, repair or replacement of failed equipment and service trips to repair or replace equipment when local technical personnel is unable to do so. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Microcom Design, Inc. unless it is contacted by any vendor that believes it possesses similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Frank J. Argenziano (contact@example.gov) no later than 12 p.m. ET, June 7, 2012 with an affirmative answer. (The USGS considers employee signatures to be personal protected information, and therefore all employee signatures have been redacted. By posting the following document, the Contract Specialist attests all appropriate signatures have been obtained.) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1) The following information is provided to demonstrate the proposed contractors unique qualifications: The EDDN receives vital data that is used to protect life and property throughout the Western Hemisphere. The USGS Water Science Centers are all connected to this receive system to acquire real-time data to perform their mission. This maintenance contract ensures a healthy operational system that needs to be available 24 x 7 x 365. Microcom Design Inc. is the only vendor that can perform this maintenance. The receivers and demodulators used in the EDDN are their design. They are not COTS radios but were purpose-built by Microcom engineers specifically for GOES DCS message reception. Market research was conducted by me this month (April 2012). Two other companies work in this sector of satellite telemetry receivers. Sutron Corporation and Signal Engineering produce fine receiver systems. However, their designs and software are radically different from Microcoms. They also do not have the system or operational knowledge of the Microcom receivers as this knowledge is proprietary information.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
