The Bureau of Reclamation’s Lower Colorado Dams Office is seeking sole-source repairs for the Bosker OVIVO Trash Rack Rake System at Parker Dam, citing unique technical constraints that limit viable providers to OVIVO USA LLC, the original manufacturer’s North American representative and system installer. The system requires proprietary software and specialized engineering knowledge only OVIVO possesses, making competitive procurement infeasible under FAR 12.102(a). The effort includes equipment, hardware, software, engineering, and installation services to restore full functionality after troubleshooting by local electricians failed to resolve the issue. The action falls under NAICS code 811310 with a $12.5 million small business size standard, though no set-aside is planned. Award is anticipated in May 2026 for a four-month maintenance period following contract execution, with the final agreement structured as a Firm-Fixed Price Purchase Order. While the solicitation is designated as noncompetitive, responsible sources may still submit capability statements or proposals with detailed justification for their ability to perform the work, provided by May 26, 2026, at 1700 Pacific time. All submissions must include evidence of capacity to execute the task at Parker Dam and should be directed to Noah Maye via email. Contract award details and the formal justification for sole-source selection will be published on SAM.gov.
