Load TestingThe Department of Defense is conducting market research through a Sources Sought notice to identify qualified small businesses capable of providing annual proof testing and load test services for critical aerospace ground equipment used with the C-5 Galaxy aircraft. The testing will focus on engine handling and Auxiliary Power Unit (APU) hoisting equipment, including bootstrap beam assemblies, bootstrap beam hoists, and APU lifting hoists located at Westover Air Reserve Base, Massachusetts. The government intends to establish a five-year Blanket Purchase Agreement to cover this recurring maintenance requirement, which includes structural and mechanical proof load testing, non-destructive inspections to certify equipment integrity, and providing official certification documentation. Interested vendors must submit a capability statement by June 30, 2026, detailing company information, socioeconomic status under NAICS 811310, relevant technical expertise with AGSE or comparable equipment, and examples of past performance with similar load testing contracts. Vendors must clarify whether testing will be conducted on-site at Westover ARB or off-site at a certified facility, as transportation capabilities may be required. This opportunity is set aside for total small business participation, and responses must be submitted electronically to the Department of Defense point of contact, Robert E. Stacy, by the specified deadline. The notice is strictly for information gathering and does not constitute a commitment or solicitation for proposals.

The Department of Veterans Affairs, through its Network Contract Office 16, is conducting market research to identify qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) with the capability to perform calibration and maintenance on five Endress+Hauser water quality monitoring systems at the Michael E. DeBakey Veterans Affairs Medical Center in Houston, Texas. This effort aims to gauge industry interest and capacity to compete for an anticipated one-time, firm-fixed price contract to be awarded under NAICS code 811310. Although the notice encourages responses from SDVOSBs and VOSBs, all firms with the requisite capability are invited to respond in case no qualified veteran-owned small businesses are found. The contractor must be authorized or certified to service these specific water monitoring systems according to manufacturer specifications. This Request for Information is issued solely for market research and planning purposes and does not represent an active solicitation or a commitment to award a contract. Respondents are asked to submit a concise response outlining their interest, small business categorization, verification status if applicable, and a capability statement demonstrating their qualifications. Additionally, firms should provide relevant identification and contact information, and note any current active contracts for similar services. Submissions must be sent to the contracting officer by the specified deadline, limited to three pages, and should avoid including proprietary or promotional content. The results of this research will inform potential set-aside determinations and future solicitation decisions but do not bind the government to any contractual obligation at this stage.
