After review of the solicitation and quotes received, the Government has determined that the requirement, as currently defined, does not provide sufficient detail for vendors to accurately and consistently price the work. The ambiguity within the Performance Work Statement has resulted in materially different interpretations of the scope of work and associated risk by the vendor community.
As a result, the Government is unable to determine fair and reasonable pricing or conduct a meaningful comparative evaluation of quotes received.
Accordingly, the solicitation is hereby canceled with no award.
This requirement will be re-evaluated, further defined, and re-solicited at a later date once sufficient detail has been developed to support accurate and competitive pricing.
