The Department of Veterans Affairs is conducting market research through a Sources Sought Notice for kitchen exhaust hood maintenance services at the Montrose and Castle Point VA Medical Center Campuses, with performance scheduled to begin on October 1, 2026, under a firm-fixed price contract structure extending through September 30, 2027, with four additional one-year options available through September 30, 2031. This requirement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under 38 U.S.C. 8127, and the North American Industry Classification System code 811310 applies, with a small business size standard of $12.5 million in annual receipts. Respondents must provide detailed information including their company name, SAM UEID, address, point of contact, socio-economic status, capability statement, and examples of similar work performed at other facilities to assist the government in evaluating potential sources. The notice explicitly states it is not a solicitation and responses will not be treated as proposals, but rather as market research data to inform future procurement decisions. Contractors must demonstrate full compliance with NFPA 96 and IKECA/ANSI C-10 standards, requiring technicians to be certified as hood and duct cleaning professionals and possess current knowledge of applicable codes and regulations. All work must include submission of safety data sheets and manufacturer’s literature to the VA Contracting Officer’s Representative for pre-approval prior to the first service visit, with any product changes also requiring prior approval. Each service visit must result in a written service ticket and an electronic detailed report containing digital photographs of surface conditions before and after cleaning, delivered within seven to ten business days, alongside physical service stickers on the equipment indicating the completion date and next scheduled cleaning. The contractor must provide proof of certification and training for all personnel, wear visible company identification at all times on site, and coordinate with VA Police or medical center staff to obtain temporary identification badges. A mandatory VA notice of limitations on subcontracting certification must be submitted, stipulating that no more than 50% of the contract value may be paid to non-certified SDVOSB or VOSB firms, and failure to comply may result in referral to the VA Suspension and Debarment Committee.
