WORKSHOP MEETING SUPPORT SERVICESThe National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center intends to award a sole source purchase order to Hubbs-Sea World Research Institute to provide workshop meeting support services for the 5th Seriola Workshop, to be held at the HSWRI facility. This decision is based on the unique capability of HSWRI to host the event, as it is the only organization with a fully operational, large-scale aquaculture facility capable of delivering the hands-on, in-person experience critical to the workshop’s educational objectives, including facility tours, operational comparisons, and infrastructure demonstrations. Without this specific infrastructure, the core value of the workshop would be lost, justifying the use of a sole source procurement under FAR 6.103-1. The period of performance extends from the date of award through February 8, 2027, and the contract is associated with the NAICS code 531120. All contractors must be registered in the System for Award Management (SAM), requiring a valid Tax ID, CAGE code, and a Unique Entity Identifier, all obtainable at no cost through SAM.gov. The presolicitation notice, issued on July 17, 2026, is not a request for competitive proposals, but firms wishing to challenge the sole source determination may submit substantiating documentation or requests for additional information in writing to Kimberla Fairley by July 27, 2026. Oral communications are not accepted, and all electronic correspondence must include the subject line: Announcement Number: 143051-26-0075, Project Title: NOAA NMFS SWFSC Seriola Workshop. The government retains sole discretion to decide whether to proceed with a competitive or non-competitive acquisition based on responses received.
