AI Contract Overview

The Federal Aviation Administration is seeking janitorial services for three air traffic control towers—Morristown, NJ; Lancaster, PA; and Middleton, PA—under a Firm Fixed Price procurement set aside exclusively for Women-Owned Small Businesses. The contract spans a five-year period beginning May 15, 2026, with a base year and four one-year option periods extending through April 30, 2031. The contractor is responsible for providing all labor, supplies, tools, equipment, transportation, and insurance required to perform comprehensive cleaning and sanitation services as outlined in the attached Statement of Work, complying with FAA-specific standards, EPA disinfection requirements (99.999% germ inactivation), and Department of Labor wage determinations for the respective locations. Proposals must be submitted electronically via email to Jennifer Walker-Gomez at aaq530proposals@faa.gov by the specified deadline, with no phone calls or alternative submission methods accepted. All submissions must be in PDF format with a properly labeled subject line including the solicitation number, and zip files are prohibited. Evaluation is conducted on a Lowest Price Technically Acceptable basis, where technical acceptability serves as a mandatory gate: offers must receive an “Acceptable” rating in all four evaluation factors—Past Experience (three prior contracts of at least $750K each), Past Performance (all references must rate 4 or 5), Key Personnel (submission of a certified Project Manager resume with five years of relevant experience), and Quality Control Plan (including staffing, training, corrective measures, and Continuity of Services plan as required by clause 3.2.1.5-4). Failure in any one area disqualifies the offer regardless of price. In addition to technical compliance, contractors must meet stringent security and operational requirements, including adherence to FAA’s Contractor Personnel Suitability and Security Access clause, which prohibits unescorted access without prior authorization from the Office of Personnel Security, and cooperation with the Defensive Counterintelligence Program, requiring immediate reporting of any suspected elicitation attempts. Flowdown clauses mandate these same conditions in all subcontracts. Invoices must be submitted exclusively through the Delphi invoicing portal, and all media or public communications regarding the contract require prior FAA approval. The solicitation emphasizes strict adherence to submission protocols, with late responses automatically disqualified, and explicitly states no liability for proposal preparation costs.
