SOURCES SOUGHT NOTICE (SSN):
This Notice is to gather interested sources for the transportation services of Jet Propellant Thermally Stable (JPTS) Aviation Fuel by containers as described below. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a Request for Proposal(s), a solicitation, or a Request for Quote(s). If determined appropriate, then a solicitation may be anticipated. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.
Defense Logistics Agency (DLA) Energy has a requirement to transport (NAICS code 484230, Specialized Freight (except Used Goods) Trucking, Long-Distance) capitalized Jet Propellant Thermally Stable (JPTS) Aviation fuel from Defense Fuel Supply Point (DFSP) Texas City, TX for discharge at Joint Base Elmendorf-Richardson (JBER). The Contractor will be required to load and deliver the fuel on the specified dates contained in the orders. Required services shall be performed in accordance with best commercial practices.

REQUIREMENTS:
ISO Container Transport To/From DFSP Texas City To/From Port and To/From JBER
Three (3) bulk fuel containers (BFCs) transporting 15,000 USG of JPTS fuel from Defense Fuel Support Point (DFSP) Texas City to Joint Base Elmendorf-Richardson (JBER). The containers shall be BFCs with 3" male national pipe thread (NPT) discharge connection, and they shall remain on transport trailer while in use at JBER.

Transportation Routing:
- The vendor will handle the movement from DFSP Texas City, Texas to Tacoma, Washington.
- The Government will coordinate the vessel from Port of Tacoma to the Alaskan port.
- Vendor will handle the movement from the Alaskan port to JBER (final destination), with chassis remaining on site until fuel is consumed.
- Once the fuel is consumed and timeframe is concluded, the vendor returns the empty containers to the Alaskan port.
- The Government will coordinate the vessel movement from the Alaskan port to Port of Tacoma.
- Vendor will retrieve the containers at the Port of Tacoma and returns them.
If an award can be made resulting from a solicitation, the Government anticipates the contract type will be a Firm Fixed Price (FFP) purchase order.
