This announcement is a Sources Sought/Request for Information (RFI) issued by the NAVSUP Fleet Logistics Center Norfolk, Pentagon Directorate, Philadelphia Office, to gather market information in support of the Joint Staff, J8, and the Joint Requirements Oversight Council (JROC). It is explicitly not a solicitation and does not commit the Government to award a contract; no payment will be made for responses. The effort seeks qualified contractors capable of providing non-personal services in program management administrative support, JROC/JCB and FCB secretariat support, capability portfolio management and analysis, capability gap analysis, and functional capability board analytic support. The NAICS code is 541330, and responses must include a cover sheet with company details, CAGE code, and business size classification, along with a capability statement demonstrating relevant expertise and past performance on similar work within the last five years, including contract numbers, dollar values, and periods of performance. Responses are limited to four pages excluding the cover sheet, must use at least 10-point font, and cannot be standard brochures. All contractor personnel must hold a current Top Secret clearance with a Single Scope Background Investigation completed within the last five years, and possess SCI eligibility for certain tasks. The contractor must also maintain a Top Secret facility clearance verified in the Industrial Security Facility Database, comply with DoD 5220.22-M and DD Forms 441 and 254, and personnel must be willing to undergo initial and random counterintelligence polygraphs if assigned to Special Access Programs. Contractors must adhere to stringent security protocols, including safeguarding government property and information, requiring non-disclosure agreements, obtaining Pentagon badges, and identifying themselves as contractors in all official interactions. The Government has previously fulfilled this requirement through a Cost-Plus-Fixed-Fee order with Solutions Through Innovative Technologies Solutions Inc., which included a base period of six months and four 12-month options. The anticipated period of performance for any future contract would mirror this structure with either a six- or eight-month base and four 12-month options. Deliverables include monthly status, cost, and technical reports due by the 10th business day of each month, quarterly project schedules, a Quality Control Plan within ten days of award, monthly self-assessments, electronic data repository updates, weekly interim progress reviews, and a phase-out plan.
