K--FRED PROJECT DATABASE ENHANCEMENTS

Notice of Intent The United States Fish and Wildlife Service, Region 1 intends to award a single source on an other than full and open competition basis the following: FRED cultural resource projects database (FRED). FRED is the standard, FWS, nationwide, cultural resource projects database advocated by Headquarters. This contract is for adopting, adjusting, and otherwise creating the FRED cultural resource projects database for Region 1 and Region 8. A. Description The Region I and 8 cultural resource branch needs to adopt, enhance, and populate the FWS cultural resource projects database advocated by FWS HQ and currently used by Region 6 and Region 3 (see attached scope of work FRED: Cultural Resources Database Enhancement and Data Input for Region 1 and Region 8, US Fish & Wildlife Service.). The cost of this project is $50,000. The FRED database was created by contract in Region 6 and Region 3 between 2008 and 2012 by Web Yodel LLC. It has become the standard for the FWS. Web Yodel has been on the ground floor creating and designing the database, updating it for Region 3, and troubleshooting the database for both regions for four years. Web Yodel has working drafts of the enhancements and modification identified in the present scope of work so that the database can work for Regions 1 and 8 and be compatible with other Regions in the FWS. Web Yodel is uniquely qualified and situated to perform the scope of work accurately, quickly, and within costs. B. Supporting Information Only one source is reasonably capable to accomplish the work: Web Yodel, LLC. The initial development of the Fred database occurred for Region 6. It considered numerous options and contractors and determined that Web Yodel was selected. It is important to continue to use Web Yodel so that the Region I and 8 Fred database is compatible with the other regions of the FWS and to minimize costs. The North American Industry Classification System (NAICS) code is 541511. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. This notice of intent is not a request for quote. A determination by the Government not to compete this requirement, based on responses, is solely within the discretion of the Government. Any firms believing that they can provide the products listed may submit a written response to be received at the Contracting Office no later than 10 days after the date of publication of this notice, clearly showing its ability to provide the items described with equal accuracy and reliability and the firms hourly costs for related services.
