The Naval Air Systems Command plans to negotiate a contract with the Bell-Boeing Joint Venture Team without full and open competition for the design and construction of a fixed Ground Run Stand to support the return to flight testing of the V-22 aircraft. This effort involves full conversion testing at full power, with the construction set to occur at Bell Helicopter's facility in Amarillo, Texas. The procurement will follow the regulations outlined in FAR Part 6.302-1, which permits contracting without competition when only one responsible source exists to meet the agency's specific requirements. The Bell-Boeing Team is uniquely qualified as the sole designer, developer, and producer of the MV-22 tiltrotor aircraft, making them the exclusive provider capable of fulfilling the contract's objectives. This exclusivity underscores the necessity for a non-competitive acquisition approach. The contract was listed as a presolicitation under the title "K -- K-Design and Construct a fixed V-22 Aircraft Ground Run Stand" with the reference number N00019-00-C-0183, posted on October 3, 2002. The project falls under the jurisdiction of the Naval Air Systems Command, located in Patuxent River, Maryland. The designated point of contact for this contract is Medard R. Kowalski, III.
