The original contract was awarded on a sole source basis to L-3 Communications to support the TB-23 and TB-16F Towed Bodies as well as the Accelerated Stand-Alone TBX programs, with repair and refurbishment identified as essential components of the contract. L-3 Communications is uniquely positioned as the designer, developer, and sole manufacturer of the TB-23/BQ Thinline Towed Array, possessing the specialized knowledge, tooling, and facilities necessary to carry out the refurbishment effort efficiently and in a timely manner. Due to the proprietary nature of the equipment and the technical expertise required, L-3 is the only viable source to perform this work. This action is communicated as an informational notice, reflecting no open competition given the sole source justification.
