The U.S. Army Special Operations Command, through the Special Forces Underwater Operations Schoolhouse in Key West, Florida, is conducting market research to identify qualified vendors capable of providing maintenance and repair services for four Bauer K60 IK23 air compressors and two Seccant IVA filtration systems. This request for information (RFI) is not a solicitation or invitation to bid but is intended solely to assess industry capability and determine whether a sole-source award is justified. Only factory-authorized Bauer sales and service distributors operating within the Key West, Florida area are eligible to respond, as the requirement demands specialized OEM training and certification for these systems. The Government has identified Compressed Air Supplies and Equipment, Inc. as the sole potential source and intends to negotiate a sole-source contract if no other qualified vendors emerge. Respondents must submit comprehensive documentation including their full business details, Unique Entity Identifier, NAICS code (811310), business size status, and a concise two-page capability statement addressing whether they are an authorized Bauer distributor, can supply OEM-approved replacement parts, and can dispatch a qualified technician within 48 hours of a service call. All submissions must be received by 12:00 PM EST on May 20, 2026, via email to the designated contracting office, and must not merely reference external websites. The contractor will be responsible for providing all personnel, tools, equipment, transportation, and materials, performing both scheduled maintenance and emergency repairs on-site at BLDG KW200 on Fleming Key. Work must comply with Bauer MNL-0401 guidelines, NAVSEA maintenance protocols, the U.S. Navy Diving Manual, and applicable OSHA and Department of Defense safety standards. A Firm Fixed Price structure applies to planned maintenance, with a separate Cost Reimbursable line item for unscheduled repairs. Contractors must be registered in SAM.gov, comply with security and access protocols including PIV verification, and ensure all vehicles are properly labeled and insured. The Government will not compensate respondents for submissions, and no award will be made based on this RFI; a formal sole-source justification and approval would be posted to SAM.gov if the determination is finalized. The potential contract has a five-year duration encompassing one base year and four one-year options, with no pricing or cost data currently available.
