Amendment 0003 – Additional Q & A’s for W9127N26QA066 20 May 2026
Q1) Does each elevator and escalator receive monthly visits (12 per year).
A1) Yes, each elevator and escalator will receive monthly preventative maintenance (reference revised performance work statement (PWS) as of 20 May 2026, paragraphs 5.1 and 5.7.1 the added red font text.
Q2) Is overtime labor covered for any emergency trouble call situations? Or is that labor invoiced separately per occurrence?
A2) Please reference the PWS paragraph 1.0, the bottom paragraph in this section and the bold and underlined text. Recognize that this is a Firm Fixed Price service contract. The contractor’s quoted pricing in response to this request for quote should include the service requirements as specified within the PWS. Paragraph 5.3 details the expectations for Emergency Service Response. The Contractor should anticipate performing these services in accordance with the PWS and build that cost into their quote. Reference the revision (5-20-26) to PWS in paragraph 5.3.
Q3) The RFP lists the testing that is to be included with the agreement but doesn't specify annual smoke testing assistance with your fire life safety company. Should this testing be included in the agreement price?
A3) ASME A17.1, corresponding state codes, and the NFPA 72 all specify the requirement for an annual elevator smoke detector and recall tests to be performed by a licensed elevator mechanic/technician.
ASME A17.1, ASME A17.2, and corresponding state codes require annual testing for escalators with fire alarm interfaces to be conducted by a licensed elevator/escalator professional.
For both the elevator & escalator annual fire alarm interface/smoke detector tests the codes specify that the testing should be performed by licensed and qualified professionals. This would be the requirement of the elevator/escalator contractor to perform and coordinate with the contracting officer’s representative (COR), who may involve the local fire alarm contractor’s technicians.
