NSPIRE IT Operations & Maintenance Support

This contract is a bridge agreement to sustain ongoing operations and maintenance support for the NSPIRE IT solution, which relies on Millsapps, Ballinger & Associates’ ExAM4 Inspections application, until a full and open competition can be conducted under contract number 86615322C00005. The base period spans six months with two optional three-month extensions, providing continuity of service critical to achieving the Department of Housing and Urban Development’s mission objectives related to the National Standards for the Physical Inspection of Real Estate. Performance is non-personal and must be executed entirely at the contractor’s facility, with no requirement for on-site presence at HUD locations; however, the place of performance is designated as McLean, Virginia, while administrative oversight is centered in Washington, DC. The contractor is responsible for maintaining a secure, FedRAMP JAB-authorized cloud environment, ensuring Section 508 accessibility, and supporting the continued operation and eventual migration of key platforms including www.huduser.gov and www.hudexchange.info into a unified HUD.gov subdomain, while maintaining an extended Authority to Operate. Performance is governed by measurable deliverables, including a transition plan, data migration reports, learning management system licenses, and final project summaries, with each deliverable tied to an Acceptable Quality Level (AQL) that triggers a 3% invoice deduction for non-compliance, indicating a performance-based acquisition approach. The contractor must adhere to stringent cybersecurity and privacy protocols aligned with NIST SP 800-37, 800-53, 800-171, FISMA, and OMB guidelines, including the designation of a dedicated Information System Security Officer to interface with HUD’s Office of IT Security, quarterly POA&M updates, and mandatory annual training for all personnel on HUD’s Rules of Behavior and security awareness. All personnel requiring system access must pass a HUD security clearance, wear company-issued badges, and clearly identify as contractors in all communications. Key personnel—including a contract/project manager, product lead, and operations lead—must be full-time employees of the contractor, available during standard business hours, and possess direct technical knowledge of the PD&R Knowledge Management Support Services. The contractor is also required to manage logistics including warehousing of up to 186 pallets, ensure no more than 2% loss of materials during transition, and maintain a dedicated post office box for official correspondence to be transferred to HUD at contract closeout.
