The Washington Headquarters Services, Department of Defense, is conducting market research under solicitation number RS111920251529 to identify qualified vendors for Resource Enterprise Services (RES) support under NAICS code 541511, Custom Computer Programming Services, with a small business size standard of $34 million. This effort seeks capabilities to provide comprehensive operations, maintenance, and enhancement support for a portfolio of government-furnished applications critical to the Department of War’s Program Review, Future Years Defense Program, and resource management processes. The work includes agile support for applications that collect, track, and analyze program issues with integration of AI/ML technologies, maintenance of scheduling and team formulation tools, and compliance with security protocols, including ISSM reviews of security scans and remediation plan management. Some tasks involve classified information, and all contractors must possess an active Secret facility clearance from DCSA, with all personnel holding at minimum an interim Secret clearance at proposal submission and maintaining a fully adjudicated Secret clearance throughout contract performance. Contractors must also comply with DD Form 254 requirements, sign WHS AD non-disclosure agreements, and ensure all employees complete annual training in Information Assurance, Privacy Act, and Operational Security. The potential contract structure includes a one-year base period from August 30, 2026, to August 29, 2027, with four additional one-year option periods extending through August 29, 2032, forming a potential five-year award under a Firm-Fixed Price arrangement. Work will primarily occur at government-provided facilities in the National Capital Region, including the Pentagon in Arlington and the Mark Center in Alexandria, Virginia, with possible performance at contractor sites or alternate locations during emergencies. Contractors are required to manage a 45-day phase-in period consisting of a 15-day administrative onboarding phase for network access, Common Access Cards, and software setup, followed by a 30-day transition overlap with the outgoing contractor. All deliverables, documentation, and data produced under the contract are the property of the government and must be promptly delivered to the Contracting Officer’s Representative upon request. Contractors must maintain a Quality Control Plan, submit deliverables such as a Plan of Action and Milestones within 30 days of award, and ensure applications remain operational with no more than 5% downtime per collection cycle.
