The requirement covers two steam sterilizers, one steam generator, and one Vaporized Hydrogen Peroxide (VHP) sterilizer, all of which must be serviced at the Steris Comprehensive level or equivalent. The contract is structured as a Firm Fixed Price (FFP) award with a base year running from August 1, 2026, through July 31, 2027, and four optional one-year extensions through July 31, 2031. Offerors must submit detailed proposals that fully address the Statement of Work, including quarterly preventative maintenance and prompt repair services, with technicians required to be manufacturer-certified and equipped with proper tools. All offers must be clear, complete, and include the solicitation number, unique entity identifier, legal business name, CAGE code, tax identification number, and evidence of active SAM registration throughout performance. Evaluation will be based on a best value trade-off between technical approach and total price, with the technical factor assessing understanding of requirements, proposed methodology, personnel qualifications, responsiveness to minimum specifications, and past performance. The Government may select a higher-priced offer if its technical merits provide superior value. Only U.S. citizens may perform work under this contract, and all personnel must pass a suitability assessment by the USSS Security Clearance Division. Subcontracting is prohibited without prior written consent from the Contracting Officer. The contractor is responsible for safeguarding government property, securing facilities at the end of each workday, and complying with the Privacy Act, Prompt Payment Act, and various federal statutes including those on kickbacks, procurement integrity, and contract work hours. Invoices must be submitted electronically via the Invoice Processing Platform (IPP), include PDF traceable copies delivered within 30 days of performance start, and comply with 5 CFR part 1315. Price proposals must remain firm for 60 days after the deadline, and the government retains the right to terminate for convenience or default
