The Lake Marion WRF Advanced Wastewater Treatment Project involves upgrading and expanding the existing wastewater treatment facility located in Poinciana, Florida, which currently has a permitted capacity of 3.0 million gallons per day and employs the Modified Ludzack–Ettinger process for biological nutrient removal. The project aims to enhance the facility's biological nutrient removal capabilities by adding new infrastructure such as baffle walls, mixers, internal recycle pumps, and modifications to aeration basins and air piping. Additionally, it includes the installation of a new chemical feed and storage system, a mechanical screen, odor control system, disc filters, and repairs to existing structures like reject pond liners and pretreatment concrete. The scope also encompasses constructing a new metal storage building and installing a new generator to improve operational reliability and environmental compliance. The project is being procured through a Construction Manager at Risk (CMAR) approach, with a solicitation issued by the Tohopekaliga Water Authority in October 2025, seeking qualified firms to provide preconstruction and construction management services. The contract size is estimated between 15 and 25 million dollars. The procurement process involves detailed qualification submissions, compliance certifications, and contractual amendments to formalize scope, schedule, and pricing, including a Guaranteed Maximum Price (GMP) amendment. The process emphasizes adherence to Florida vendor requirements, non-collusion affidavits, and confidentiality of structural records. Overall, the project represents a comprehensive effort to modernize and expand wastewater treatment capacity, ensuring environmental standards are met through carefully managed construction and operational enhancements.
