AI Contract Overview
The USDA Forest Service is issuing a Blanket Purchase Agreement (BPA) Call Order under the Land Management Integrated Resources (LMIR) National BPA to procure precommercial thinning and hand piling services within the Lolo National Forest in Montana, specifically targeting mandatory units totaling 107 acres across designated forest areas, with additional optional units available at government discretion. This competitive solicitation is restricted solely to companies already approved on the LMIR BPA, with 43 eligible firms being notified via email; no open proposal submissions are being accepted at this time. The work must be completed between July 15 and October 15, 2026, and requires labor, equipment, and supervision to thin trees and construct hand piles to precise specifications including dimensions, location relative to residual trees and slopes, and fire control sheeting. Performance is strictly measured against quality thresholds, with full payment contingent on achieving at least 90% compliance across both thinning and piling metrics, while deficiencies exceeding 25 trees per acre in Category C or falling below 70% quality result in penalties or non-payment. The procurement follows a Lowest Price Technically Acceptable (LPTA) basis, where only the lowest-priced offer that meets all technical requirements—including a viable Quality Control Plan, documented past performance in government contracting, and demonstrated experience in pre-commercial tree thinning and stand improvement—will be selected. Proposals must be submitted to the LMIR Team email and include supporting exhibits detailing work procedures, inspection forms, and site maps, with no pricing information provided in the solicitation since prices are based on pre-negotiated BPA rates. Inspection occurs in the field by government personnel using standardized codes to evaluate compliance, with contractors required to conduct self-inspections and submit certified records within three business days. Special requirements include on-site English-speaking representatives, adherence to fire and hunting season access restrictions, prohibition of firearms behind locked gates, mandatory camping permits under Northern Region Food Storage Order R1-2023-02, noxious weed inspections, and compliance with SAE J335b for chainsaws. The contract is set aside for small businesses only, and all offerors must maintain a current UEI in SAM.gov, though specific pricing, contract value, and payment office details are not disclosed.
