Landfill Drainage Stone

Franklin County, Virginia, is soliciting proposals for the supply and delivery of an estimated 26,000 tons of washed non-calcium carbonate drainage layer stone for Landfill Cell 4, located at 9340 Virgil H Goode Highway, Rocky Mount, VA. The material must be clean, hard, durable broken stone or washed gravel conforming to VDOT Section 203 and No. 57 coarse aggregate specifications, with a hydraulic conductivity of 1.0 cm/sec or greater. A quarry certificate is required to verify the material is non-calcium carbonate. Delivery may begin after November 15, 2026, with up to 20,000 tons allowed for stockpiling and the remainder delivered during construction. Proposals must be submitted by October 7, 2026, at 2:00 PM local time to Corey White, either physically or via email. A mandatory pre-proposal site inspection is required on September 28, 2026, and must be arranged through Public Works Director Jeff Gauldin. Pricing must be provided on a delivered per-ton basis, including both the cost of the stone and the hauling. Awarded contractors must provide a certificate of insurance, ensure all haulers possess the appropriate CDL designations, and adhere to VDOT and OSHA safety standards. Payment is processed monthly for invoices received by the 10th of the month, supported by corresponding weight tickets from the landfill scales.
