38--Landscaping Equipment for Northern Cheyenne Agency

This contract is for the procurement of specialized landscaping equipment consisting of a 90-inch mower and two 84-inch angle brooms, all designed exclusively for integration with Bobcat S76 and S260 skid-steer loaders, ensuring full compatibility with hydraulic systems, mounting interfaces, and control operations. The requirement is set aside 100 percent for Indian Small Business Economic Enterprises (ISBEEs), and offerors must be authorized resellers of Bobcat equipment with an active SAM.gov registration, submitting a completed IEE Representation Form and complying with DIAR 1452.280-4 to verify eligibility. Quotes are solicited under a Firm-Fixed-Price (FFP) structure and will be evaluated using the Lowest Priced - Technically Acceptable (LPTA) method, meaning technical compliance with all specifications is a mandatory gate—failure to meet any specification renders a quote ineligible regardless of price. Equipment must be brand name only, manufactured by Bobcat Company, and delivered to the Bureau of Indian Affairs at Lame Deer, Montana, no later than 90 days after award, with F.O.B. The contractor must register for and use the Invoice Processing Platform (IPP) to submit payment requests, including mandatory invoice details such as order number, item description, quantity, price, delivery date, and serial/part numbers. All submissions must be emailed to Crystal Keys at crystal.keys@bia.gov by July 14, 2026, with strict formatting requirements for the email subject line and inclusion of Unique Entity ID, business address, and contact information. The contract incorporates numerous Federal Acquisition Regulation clauses, including mandatory provisions on whistleblower rights, combating trafficking, sustainable products, Buy American, equal opportunity, and DEI discrimination, with multiple clauses subject to RFO deviations.
