AI Contract Overview
NASA/NSSC is seeking to establish a five-year Blanket Purchase Agreement (BPA) under FAR Part 12 to deliver the Leadership Experience Program (LEP), an industry immersion initiative designed to place senior NASA GS-15 personnel within an industry-leading aerospace organization for structured, hands-on learning. The effort is being pursued as a sole source acquisition directed exclusively to Space Exploration Technology Corp., located in Hawthorne, California, based on a determination that this entity is the only viable provider capable of delivering the program’s unique leadership development objectives. Performance will occur primarily at the contractor’s facilities—including integration, production, and launch sites—with NASA Kennedy Space Center serving as the administrative and operational hub for the procurements. The BPA will support up to four immersion sessions annually, each lasting two to three weeks, with NASA covering participant travel, per diem, and salary costs while the contractor provides all program logistics, facility access, onboarding and offboarding, and detailed cost-per-participant pricing. The contractor must submit a technical approach outlining the immersion agenda, executive sponsor biographies, blackout periods, and access protocols, and is required to fully disclose any use of artificial intelligence in program delivery in compliance with SEP 2025 and OMB Memo M-25-22. Evaluation of responses to this solicitation will be used solely to determine whether competition is warranted, and no pricing will be reviewed at this stage. Responses, limited to written capability statements referencing ID# 80NSSC246934779Q, must be submitted to Monica Wilson at monica.d.wilson@nasa.gov no later than 3:00 p.m. Central Time on June 9, 2026, with oral communications prohibited. The contract will be administered under the NASA FAR Supplement clause 1852.215-84, Ombudsman, with performance assessed primarily through post-immersion participant surveys. The NAICS code for this procurement is 541715, and no set-aside applies. The BPA includes a five-year base period with up to four additional one-year option periods extending performance through August 2031, though the total contract value remains undetermined pending the contractor’s pricing proposal, which is not yet solicited.
